In Bulgaria, IOM is focusing on responding to the current migration situation in the country, in support of the Bulgarian Government and in cooperation with all other agencies involved.

Context: Under the direct supervision of the Head of Office in Bulgaria the incumbent will be responsible and accountable for the development, strategic support and coordination of IOM Counter Trafficking (CT), and Assisted Voluntary Return and Reintegration (AVRR) programmes, implemented at national level and in close coordination with respective donor organizations. In addition, he/she will assist the Head of Office to design projects and oversee/coordinate the implementations of the projects within the domains of migrant assistance and operations activities of the Mission.

This includes but is not limited to development, management and implementation of the Assisted Voluntary Return and Reintegration (AVRR) projects, funded by the European Commission, Directorate-General for Migration and Home Affairs and the Government of Bulgaria and the AMIF National Programme.

Core Functions / Responsibilities:

  • In close coordination with the Head of Office, the incumbent oversees the financial, administrative and technical oversight of project implementation within the domains of assisted voluntary return and reintegration and counter trafficking domains in line with IOM policies and practices as well as donor requirements;
  • Assist the HoO in liaising with donors and governmental agencies, CSOs, IOs and other key stakeholders and specialized actors (i.e. the National Commission for Combatting Traffic in Human Being) in the field of migration management in Bulgaria; 
  • Support the recruitment, train and supervise the daily work of the AVRR, CT and operations/security program staff. Coach, support and oversee the performance of field staff assigned to the CT/ AVRR/ operations teams;
  • Act as a CT focal point for the mission including the development and implementation of support and reintegration programs taking into consideration the victim centred response in line with IOM’s policies and practices;
  • Assist the Head of Office in identifying funding opportunities for CT/ AVRR projects and in collaboration with other units of IOM Sofia develop concept notes and proposals in compliance with donors and implementing partners;
  • Responsible for the petty cash of IOM Sofia and data entry of cash payments of IOM Sofia project incomes and expenditures in PRISM;
  • Contribute to the compilation of regular reports internally and to donors arising from operational activities and ensure timely submission;
  • Contribute in drafting procurement tenders and ascertain the relevance of suppliers’ contracts in accordance with IOM standard practices and contractual terms;
  • Act as HAP focal point for the mission, ensure the timely payments from Bulgarian applicants for the Canadian HAP and for the clinics performing the health assessments;
  • Act as security focal point for the mission;
  • Represent IOM at conferences and official meetings, appointments and duty travel as appropriate;
  • Perform such other duties as may be assigned by the Head of Office.

Required Qualifications and Experience


  • Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.


  • Experience in resource mobilization, liaising with governmental and diplomatic authorities as well as with national, regional and international institutions;
  • Knowledge of programme development and management including advocacy;
  • Experience in managing migration and refugee related activities (either operational/ field and/or academic/management);
  • Experience with European Union (EU) funding mechanisms in Bulgaria
  • Experience with finance and country office administration;
  • Good knowledge of programme development and migration related subject areas dealt with by the Organization in the Balkan region.


Fluency in English and Bulgarian is required.
